Law aims to end conflict at top level

The National People's Congress is set to pass a law which it hopes will end a 'history of disputes' with the State Council, senior NPC officials said.

NPC Standing Committee members have started discussing a draft of the law, which would map out the boundary of legislative power between the top lawmaking body and the State Council, or cabinet, the officials said.

The proposed Legislation Law would list under what circumstances and with what procedures the State Council should issue administrative regulations.

It would also spell out restrictions on the lawmaking powers of provincial and city-level legislatures.

The new law would unify the legislative process and improve the NPC's supervision over implementation of the law, the officials said.

'Traditionally, many bills have been drafted by ministry officials and many laws have contradicted the NPC's legislation principles,' said one NPC official.

NPC legislators and officials viewed the Securities Law as a classic example of conflict.
