Panel says more time is needed to examine books of shelf company

An independent panel report on the controversial Harbour Fest has been delayed for a second time in two weeks.

Veteran lawyer Moses Cheng Mo-chi and accountant Brian Stevenson, who make up the two-man panel, said yesterday they needed another two weeks to finish the report, which was due for submission on Friday.

They said the report to Chief Executive Tung Chee-hwa would be submitted no later than May 15.

The panel had been scheduled to submit its findings by the end of last month, which was then pushed back to the end of this month.

The government decided to investigate Harbour Fest, a four-week series of concerts last October featuring international and local performers, because it was widely criticised for being poorly organised and a waste of $100 million of taxpayers' money.
